Today's building of the City Assembly, by which the square, but also the entire city, is visually recognizable, was built in 1908 and 1909 according to the project of an engineer from the Provincial Government in Sarajevo. Construction took two years, and in 1910, in the early spring, the building was habitable. It was built approximately in the neoclassical style with a central part and two spacious wings, of which this central one is imposing in appearance with three large doors on the ground floor, and three large windows with half-pillars, balconies and reliefs on the first floor.
The city administration and the mayor's premises are located in the premises of the building. Once in the right wing of the building, there was the Great Tavern, which for decades was a meeting place for the people of Bijeljina and Sember and as such entered the history of the city and the literary work of Dušan Baranin - the novel "The Three" whose plot takes place in Semberija.
